When recording videos in Windows, you can resolve it by configuring the x264vfw codec like this:

Alternatively, this setting can be made in the registry (useful when deploying to multiple machines) by creating a key Computer\HKEY_CURRENT_USER\Software\GNU\x264 and setting a value 'zerolatency' to 1:
